Board of Directors

The Greater Nogales and Santa Cruz County Port Authority is comprised of seven Charter Member Organizations—each of which is an organization or association that plays an important economic role in the county:

The Port Authority’s affairs are directed by a Board of Directors, which consists of one person appointed by each of the Charter Members:

Nogales U.S. Custom Brokers Association represented by Guillermo Valencia, Chairman
City of Nogales represented by Mayor John Doyle, Vice Chairman
Fresh Produce Association of the Americas represented by Allison Moore, Secretary
Nogales Community Development represented by Bruce Bracker, Treasurer
Santa Cruz County represented by Rudy Molera, Board Member
Nogales-Santa Cruz County Economic Development Foundation represented by Terry Shannon, Jr., Board Member
Maquila Association of Nogales, Sonora represented by Alfonso Soto, Board Member

Board of Directors

Members of the Port Authority are key decision makers in the region’s economy, shaping the future for Ambos Nogales.


In addition to the Board of Directors, there is an elected governing body of officers that oversees the Port Authority. They are as follows:
